Looking for an anime...

I keep remembering an anime movie I saw at Gen Con some years back, and I decided to take advantage of you guys humbly seek aid on the matter.

The movie was set in the near future, and there were basically two nations at a fragile, cold-war-style peace. One had a big-ass tower - I mean, it was like 10 miles high. This was important.

The bulk of the story centered around two guys and a girl who had been childhood friends, and who met again as young adults. One guy worked for the government; the other didn't approve of whatever the government was up to; and the girl was asleep, and had been for, like, 3 years.

Remaining description spoilered due to...spoilers.
The big-ass tower was surrounded buy an area that was wacky and dangerous somehow, and it would periodically expand. This happened whenever the girl (briefly) woke up. This effect was said to be due to the "dreams of the earth." The film ended when one of the boys snatched the girl, took her aboard an aircraft, and flew them both straight towards the tower. Roll credits.
I particularly remember that, while the story was rather strange, the animation was just gorgeous.

So, any help?

Except for the girl falling asleep thing, you have nearly exactly decribed the current plot of Naruto.

in a feat of self-ingenuity, spent the next seven months creating a twenty-five minute animated film by himself on his Mac. For one man to do this alone was astonishing to the Japanese anime community, since the majority of anime is created by large teams of people at major animation studios.
